I am not familiar with Cannon but looking at the picture it is definitely a double exposure. Both images seem to be decent just overlapped, which can happen if you hand hold while trying to take an HDR exposure. With some cameras it's possible to set HDR for one shot and then it returns to normal. If you are not ready for this it can be quite confusing. Try hand holding for an HDR and then compare. I think you will find your problem.

This was shot with a Nikon D850 with a 600 mm lens and cropped about 1/5 the original size and late in the afternoon in Yellowstone on the Yellowstone river. The rangers had blocked off any area that might have allowed anyone to get close and the griz was across the Yellowstone river a good distance away. people everywhere so I actually had to park a block away and walk back and then had no place to really set up the tripod. I was lucky to get what I did get. Everything was against a good clean shot but I posted so that others could see this beautiful animal and the power they have at their disposal.
I knew when i posted it that it wasnt that sharp but when you figure it was taken with a 500 mm lens and then cropped to about 1/5 th the original picture its not bad.
