Can 10,000 hours of practice make you an expert?

If you have all of the tools needed for the job, learning how to best utilizing them can make you an expert.
However, if you're missing one or more of the tools, practice will not make you much better.

As far as the Iran contra issue, I'm sure we don't have enough info on what was going on in the background to make an intelligent and informed opinion either way.
