Illinois Board Of Elections: Cruz Is A ‘Natural Born Citizen’

Texas Sen. Ted Cruz is a “natural born citizen,” according to the Illinois Board of Elections.

The state’s BOE ruled that Cruz met the citizenship criteria to appear on the state’s primary ballot.

Two state residents, William Graham and Lawrence Joyce, challenged Cruz’s eligibility with the board, claiming his name should not appear on the March 15 primary ballot because his candidacy did not comply with Article II of the U.S. Constitution.

“No Person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of this Constitution, shall be eligible to the Office of President,” the Constitution reads. “Either shall any Person be eligible to that Office who shall not have attained to the Age of thirty five Years, and been Fourteen Years a Resident within the United States.”

The board rejected the objections, The Huffington Post first reported. According to HuffPo, Joyce does not plan to appeal the decision due to lack of resources but hopes someone else will.

“The Candidate is a natural born citizen by virtue of being born in Canada to his mother who was a U.S. citizen at the time of his birth,” the board stated, saying that Cruz “did not have to take any steps or go through a naturalization process at some point after birth,” adding, “Further discussion on this issue is unnecessary.”
Graham also filed a separate challenge to Florida Sen. Marco Rubio ‘s eligibility for the presidency.

New York billionaire and Republican presidential candidate Donald Trump whacked Cruz repeatedly over whether the Texas senator qualified to be on the presidential ballot for the last month and urged Cruz to go to the courts to be declared a natural born citizen.

“It’s not anything that’s going to happen, and I’m not going to be taking legal advice anytime soon from Donald Trump,” Cruz said in response to Trump’s accusations at the January 14 Republican debate.

Does anyone here have a weight problem? Have you ever wondered why so many people you see are fat? downright Obese?
Everyone has genes from their parents, and that can have a certain degree of effect on how you look, but that's only about 5% of reason that you look like you do an feel like you do.

The biggest reason you look the way you look has to do with what you put in you mouth; (and swallow!) I have always been mildly interested in "eating right".....the problem is though, most of the stuff that I like to eat is downright BAD for you!

I like ketchup on my hash browns; but here's where most people go wrong right off the bat; the next time you're in a super market, go to where the ketchup is; there will be maybe a dozen brands; read the label on EVERY brand; (not the nutrition label, just where it says, "ingredients contained are......") You'll notice that all of them, or almost all of them will say, "HFCS" or "high fructose corn syrup"; so far, I have only found one brand that makes ketchup WITHOUT any HFCS....Hunts! Actually, Hunts make it both "with" and "without"; I found some yesterday at Kroger's that says "No HFCS"; I actually called the 800 number on the ketchup bottle and thanked them for making their ketchup without HFCS in it; the lady asked me a lot of questions; believe me, these big companies try very hard to keep their finger on the "pulse" of what consumers "want'! The more people let them know, "any HFCS and I don't BUY IT, the quicker they'll stop using it! Anyway.......so.....what's the problem? Here's the problem.........


HFCS – High Fructose Corn Syrup......what exactly is it?


HFCS is a derivative of corn, a highly processed and highly toxic sweetener that is one of the cheapest and most readily available sweeteners; hence its extremely wide usage and 4000% increase since 1973 now being one of America’s most common sweeteners. And average American consumes over 42 pounds of HFCS each year according to the USDA (the actual figures might be much higher today). Counting that in calories, that’s over 75,200 extra calories per year coming at over 22 pounds a year per person! And that is JUST from soda, energy drinks, and juice drinks alone! If the average American cut down just one soft drink or sugary drink a day they would instantly lose 10 pounds a year! Teenagers usually get around 15-20 teaspoons of added sugars in their soft drinks. Some studies show that sodas have replaced milk as a dietary staple and have become the third most common breakfast food. Drinking this sugar bomb at any time leads to a major crash in a few hours causing more hunger, insulin spikes, insulin resistance, and heavy weight gain. It is not surprising at all that so many teenagers are so overweight! Contrary to popular belief, HFCS is not a natural substance, it is refined from corn and it does not occur in nature. There are a lot of natural substances that when refined become detrimental to our health. Just because it is made from corn does not mean it is good for you. It is an artificial ingredient just like sucrose (table sugar), it must be refined in a lab to take shape; it does not occur naturally by itself!

The stupidity of the argument “It occurs in nature, then it must be totally safe!” is beyond belief. Hydrocyanic acid, perhaps one of the most poisonous organic acids known, exists in minute traces in the fruit of peaches and plums, associated often with benzaldehyde, a flavoring agent. It exists in some varieties of cassava in such proportions that even fatal effects have resulted from eating the cassava starch. Salicylic acid is present in a flavoring product known and may exist, in traces, also in other food products. Another organic poison, arsenic, is a widely distributed poisonous material which is often found in our foods, due to absorption from the soil. It is to our own benefit to REDUCE these substances not isolate them and add them to our foods! The same can be said of preservatives, additives, colorants, taste enhancers etc. Yes they occur in nature, but that doesn’t mean we need to isolate them and add them to our food in high amounts. Research proves that our highest caloric intake comes from HFCS’s, which are empty, unhealthy, even toxic calories which we absolutely do not need. If we take into account just how much of it we intake, then it becomes a serious issue. The reason why it is used? It is cheaper to make and almost twice sweeter than regular sugar.

There are a lot of studies out there showing that HFCS behaves much differently in our bodies than regular table sugar. HFCS is different than the fructose in corn, it is high fructose syrup. What they do is extract the glucose from the corn and add a chemical to it to turn it back into fructose. The fructose seen naturally in fruits and vegetables on the other hand is completely different, gets digested much easier, and is not harmful to our bodies. However, a Princeton research team has again demonstrated that all sweeteners are NOT equal when it comes to weight gain -- rats with access to high-fructose corn syrup gained significantly more weight than those with access to table sugar, even when their overall caloric intake was the same. Additionally, Science Daily quotes Professor Hoebel, a specialist in the neuroscience of appetite, weight and sugar addiction, as saying: "Some people have claimed that high-fructose corn syrup is no different than other sweeteners when it comes to weight gain and obesity, but our results make it clear that this just isn't true, at least under the conditions of our tests.

When rats are drinking high-fructose corn syrup at levels well below those in soda pop, they're becoming obese -- every single one, across the board. Even when rats are fed a high-fat diet, you don't see this; they don't all gain extra weight. People who have struggled with their weight for years; examining their diets, avoiding fat and counting calories, yet not getting anywhere and wondering what they’re doing wrong, you need to pay very close attention to this issue. Long-term consumption of high-fructose corn syrup also led to abnormal increases in body fat, especially in the abdomen, and a rise in circulating blood fats called triglycerides. Making matters even worse, two other recent studies have also linked HFCS to liver disease.

Science Daily writes: "We found that increased consumption of high fructose corn syrup was associated with scarring in the liver, or fibrosis, among patients with nonalcoholic fatty liver disease (NAFLD)," said Manal Abdelmalek, MD, MPH, associate professor of medicine in the Division of Gastroenterology/Hepatology at Duke University Medical Center. The researchers found only 19 percent of adults with NAFLD reported no intake of fructose-containing beverages, while 52 percent consumed between one and six servings a week and 29 percent consumed fructose-containing beverages on a daily basis. After following up on nearly 16, 000 people over the course of three to nine years, the risk of chronic kidney disease increased by over 150 percent in those who consumed more than one soft drink per day.

Part of what makes HFCS such an unhealthy product is that it is metabolized to fat in your body far more rapidly than any other sugar, and, because most fructose is consumed in liquid form, its negative metabolic effects are significantly magnified. When you eat a fruit or vegetable the transition from sugar to fat is not so quick and your blood sugar level does not rise at such a monstrous rate. The fact is our bodies are not designed to ingest pure sugar in its raw form in such quantities!

"We have identified an environmental risk factor that may contribute to the metabolic syndrome of insulin resistance and the complications of the metabolic syndrome, including liver injury." This means something from our environment (sugar) is the cause of insulin resistance and liver damage amongst other diseases; this includes type 2 diabetes, or adult onset diabetes as it was before children began developing it.

The reason for the increased sugar and in turn HFCS is because of farm subsidies. In 2002 the Bush administration signed a 190 billion dollar farm subsidy act which paid farmers to grow more corn. The United States already had a surplus of corn; they had more corn than they knew what to do with. So why on earth did the government decide to subsidize them even more? Well, the market price for a bushel of corn is $2, but it costs the farmer about $3 to grow that bushel. This means someone has to pay the farmer that extra dollar. So the American peoples' tax dollars, about 14 billion per year, pay for
the remaining dollar. You would think that this subsidy is helping farmers right? Not so. This action of sending tax dollars to help pay for corn brings the price of corn down. But for whom? Not the sweet corn on your grocery shelves, but the corn (which is all genetically modified) that is used for HFCS that is found in virtually all foods on your grocery shelves, but mostly soft drinks and candy bars which are produced by the giant corporations like Coca-Cola, PepsiCo, Mars etc. So the regular people, through their tax dollars, are helping the giant corporations save a few bucks when they use the genetically modified corn to make HFCS and poison you. Pause for a second to really understand this. Even if you don’t eat junk food, your tax dollars are still subsidizing this poison so it can end up in more foods.

It's a never-ending circle. You pay to subsidize this poison that is causing an epidemic obesity, diabetes, heart disease, and cancer. You then pay again for all the medical procedures, drugs, pills, doctors and hospitals that treat these diseases. All the while, the only people making billions of dollars are the junk food producers and the pharmaceutical companies that sell you drugs, pills and medical procedures to treat your new diseases. Absolutely mind-boggling. So while the companies are getting a better deal on their sweetener, the population is seeing an epidemic of obesity, diabetes, heart disease, and cancer, in part helped by your own tax dollars. HFCS is the only caloric sweetener in U.S. soft drinks and it constitutes over 60 percent of the calories in apple juice. HFCS is used as a base for many fruit drinks. The primary source of HFCS in the American diet is soda and juice-- about two-thirds of all HFCS consumed in the United States is in beverages. So why is HFCS killing you?

Fructose is Metabolized to Fat The digestive and absorptive processes for glucose and fructose are different. Unlike glucose, fructose converts to fat more than any other sugar. It is also known to raise triglycerides significantly. A study published in the Journal of Clinical Investigation, comparing the effect of ingesting glucose vs. fructose found the following. The investigators divided 32 overweight men and women into two groups, and instructed each group to drink a sweetened beverage three times per day. They were told not to eat any other sugar. The drinks were designed to provide 25% of the participants' caloric intake. That might sound like a lot, but the average American actually gets about 25% of her calories from sugar!

That's the average, so there are people who get a third or more of their calories from sugar. In one group, the drinks were sweetened with glucose, while in the other group they were sweetened with fructose. After ten weeks, both groups had gained about three pounds. But they didn't gain it in the same place. The fructose group gained a disproportionate amount of visceral fat, which increased by 14%! Visceral fat is the most dangerous type; it's associated with and contributes to chronic disease,particularly metabolic syndrome, the quintessential modern metabolic disorder. You can bet their livers were fattening up too.

The bad news doesn't end there. The fructose group also saw a worsening of blood glucose control and insulin sensitivity. They also saw an increase in small, dense LDL particles and oxidized LDL, both factors that associate strongly with the risk of heart attack and may in fact contribute to it. Liver synthesis of fat after meals increased by 75% meaning most of the sugar was converted to fat right away, an occurrence not seen in glucose digestion. It's clear that the fructose group experienced a major metabolic shift, and the glucose group didn't. Practically every parameter they measured in the fructose group changed significantly over the course of the 9 weeks. It's incredible.

Fruits and vegetables have countless other substances that allow for proper digestion of the natural sugars in fruit. Yes, regular sugar, brown sugar, even HFCS is natural, but as discussed earlier, that doesn’t mean it’s good for the body and is healthy for you. Don’t be fooled by the “natural” statement, just because its natural doesn’t mean it is good for you. Most Fructose is consumed as a liquid. The fact that most fructose is consumed in a liquid form significantly magnifies its negative metabolic effects because it is much easier to digest liquids than solids, meaning it absorbs quicker and in larger quantities. The devastation it has on our biology would be significantly lessened if it were consumed in solid food, but as I mentioned earlier, it is best to avoid all sugars in their free form. Fructose does not Stimulate Insulin secretion; In addition, unlike glucose, fructose does not stimulate insulin secretion or enhance leptin, a hormone thought to be involved in appetite regulation and production. Because insulin and leptin act as key signals in regulating how much food you eat and body weight, this suggests that dietary fructose may contribute to increased food intake and weight gain. This means the mechanism that tells your body that you’ve had enough food doesn’t work, so you end up eating more.

Fructose, like all other free sugars, has no enzymes, vitamins or minerals so it must take micronutrients from the body to absorb itself for use. However, eating a small piece of whole fruit on the other hand, which contains natural fructose, is not likely to be a problem for most people because fresh fruits contain the enzymes, vitamins and minerals that are needed for the fructose to get properly digested and absorbed in the body. In an excellent book, The Saccharine Disease, Dr. T. L. Cleave demonstrates that many of the diseases that presently afflict us are relatively modem plagues. In his view, and what many other scientists around the globe believe, is that these diseases of civilization are due largely to the incredible increase in sugar consumption during the past century. Cleave shows that many diseases that are common today were virtually unknown until the introduction of refined sugar. These conditions include constipation, diverticular disease, varicose veins, thrombosis, hemorrhoids, dental caries (cavities), the twin plagues of obesity and diabetes, E.coli infections, and peptic ulcers. He also touches on the subject of colon cancer. Cleave rules out the possibility that these diseases were caused by the refining of wheat, since the wide-scale use of white bread dated from 1800, while the onslaught of these common modem diseases only happened in the early 20th century.

It is hard to comprehend the massive increase in sugar use in our society. In 1815, the average resident of Great Britain consumed about 15 pounds of sugar per year. When Cleave's book was published in England in 1974, this had risen to about 120 pounds per year. In the United States in 1999, each person consumed about 158 pounds of sugar every year! That’s a pound of sugar every two to three days! Since high-fructose corn syrup was developed more than 30 years ago, consumption of the sweetener, which flavors everything from soda pop to ranch dressing, has skyrocketed. Now Americans down more than 160 pounds a year each. Since 1950, soft-drink consumption per capita has quadrupled, from about 11 gallons per year to about 46 gallons in 2003--nearly a gallon a week per person. With all that sugar-eating, it's no wonder people don't have much room for their vegetables. In 2003, during the entire year, the average American consumed a dismal 8.3 pounds of broccoli and just over 25 pounds of dark lettuce (the kinds that are really good for you). How is your body supposed to be healthy when all you eat is nutrient and vitamin deficient foods full of sugar year after year?

The average American consumes about 20 teaspoons (almost one-half cup) of sugar per day, which accounts for 16 percent of our daily intake of calories. For teenagers, sugar consumption accounts for a full 20 percent of calories per day. In 1977 sugar accounted for "only" 11 percent of our caloric intake. This is the catch folks. A lot of the calories today come from sugar, and not the good sugar from fruits and vegetables (which is filled with enzymes, vitamins, and minerals). These empty sugar calories get converted straight to fat, rob your body from its dwindling supply of nutrients, promote an acidic environment, and become food for the bacteria in your body. It’s like eating poison in a fancy wrapper. The total amount of food available for each person to eat increased 16 percent from 1,675 pounds in 1970 to 1,950 pounds in 2003. The increase in food available for consumption resulted in a corresponding jump in calories, from 2,234 calories per person per day in 1970 to 2,757 calories in 2003 (after adjusting for plate waste, spoilage, and other food losses). Believe it or not, even toddlers are being primed for a lifetime of sugar addiction. According to the Center for Science in the Public Interest (CSPI), major manufacturers "encourage feeding soft drinks to toddlers by licensing their logos to a maker of baby bottles, Munchkin Bottling, Inc. Infants and toddlers are four times likelier to be fed soda pop out of those bottles than out of regular baby bottles." We have not yet spoken about the link between sugar and cancer. However, “the affinity of cancerous tissue for sugar (glucose) is well known.”

I’m going to repeat that quote one more time; “The affinity for cancerous tissue for sugar is well known.” The fact is that cancer cells feed on sugar. If you create an acidic, oxygen-less environment, fill that environment with sugar and you are pretty much creating a breeding ground for cancer, bacteria, yeast infections (candida) and a body full of disease. This isn’t some wacky conspiracy theory; these are cold hard scientific facts and simple biology. It is much simpler to prevent cancer than look for the cure in the form of drugs or surgical procedures. If you don’t eliminate the CAUSE of cancer then it can never be cured. It is like trying to use chemicals to destroy bacteria clean the pond and there will be no bacteria. Instead we use chemicals to destroy everything in that pond and hope that the bacteria will be destroyed as well.

The lead investigator in Sheriff Joe Arpaio's Cold Case Posse investigation of President Obama's birth certificate says the case has taken a startling turn, and sheriff's investigators now are assisting the Cold Case volunteers.

"When this information is finally exposed to the public, it will be universe-shattering," Mike Zullo told WND. "This is beyond the pale of anything you can imagine."

Zullo explained that because it's an active investigation that could produce criminal charges, he's unable to reveal details at the moment. But the allegations, he said, which go far beyond a fraudulent birth certificate, could be public as early as March.

The issue arose once again because of the death Wednesday in Hawaii of state Health Department chief Loretta Fuddy in a plane crash. She was the official who waived state prohibitions and provided to the White House a copy of a document that Obama presented to the public as his birth certificate. It's the document that Arpaio's investigators have concluded is fraudulent.

Amid conspiracy theories circulating the Internet, Zullo told WND Friday that Fuddy's death – she was the only fatality among nine people aboard a small airplane that crashed off the coast of Molokai – appears to be a tragic accident, not foul play. He said his investigation does not depend on any information from Fuddy. In an interview today with author and talk-radio host Carl Gallups of PPSimmons News and Ministry Network and the author of "The Magic Man in the Sky," and the new "The Rabbi who Found Messiah," Zullo said his investigation of the Obama fraud case "does not hinge on Ms. Fuddy."

"While her death certainly is a tragedy, it in no way hampers our investigation in this matter," he said. "If people truly believe that her untimely demise was somehow related to an attempt to silence her for 'what she may or may not know,' then there are several more people in Hawaii who should be very, very concerned. "Again, I want to emphasize," Zullo said, "Sheriff Arpaio and I do not, at this time, believe her death was connected to any nefarious circumstances."

The birth certificate dispute dates back to before the 2008 election. Critics, including Hillary Clinton, raised the issue about Obama's status as a "natural-born citizen." Not defined in the Constitution, it probably was thought at the time of the writing of the Constitution to be someone born of two citizen parents.

Obama fails that test because his father was a Kenyan student visiting the U.S.

Arpaio assigned his Cold Case Posse to look into the issue before the 2012 election, when constituents approached him and asked him to check whether Obama would be an ineligible candidate on the presidential election ballot. In a recent radio interview with Gallups, Zullo affirmed the investigation had been expanded to the county sheriff's office and was "moving in a direction that was not anticipated by us." "The whole [issue] is more nefarious than you can imagine," Zullo said, crediting Arpaio for ordering the investigation and sticking with it. "He knows in his gut that something is wrong," Zullo said.

Dozens of lawsuits have been filed without success. One case is pending before the Alabama Supreme Court for which Zullo provided evidence. Zullo has testified that the White House computer image of Obama's birth certificate contains anomalies that are unexplainable unless the document had been fabricated piecemeal by human intervention, rather than being copied from a genuine paper document.

"Mr. Obama has, in fact, not offered any verifiable authoritative document of any legal significance or possessing any evidentiary value as to the origins of his purported birth narrative or location of the birth event," he explained. "One of our most serious concerns is that the White House document appears to have been fabricated piecemeal on a computer, constructed by drawing together digitized data from several unknown sources." Zullo also has noted that the governor of Hawaii was unable to produce an original birth document for Obama, and it should have been easy to find.

More recently, Grace Vuoto of the World Tribune reported that among the experts challenging the birth certificate is certified document analyst Reed Hayes, who has served as an expert for Perkins Coie, the law firm that has been defending Obama in eligibility cases. "We have obtained an affidavit from a certified document analyzer, Reed Hayes, that states the document is a 100 percent forgery, no doubt about it," Zullo told the World Tribune. "Mr. Obama's operatives cannot discredit [Hayes]," the investigator told the news outlet. "Mr. Hayes has been used as the firm's reliable expert. The very firm the president is using to defend him on the birth certificate case has used Mr. Hayes in their cases." The Tribune reported Hayes agreed to take a look at the documentation and called almost immediately.

"There is something wrong with this," Hayes said.

Hayes produced a 40-page report in which he says "based on my observations and findings, it is clear that the Certificate of Live Birth I examined is not a scan of an original paper birth certificate, but a digitally manufactured document created by utilizing material from various sources." "In over 20 years of examining documentation of various types, I have never seen a document that is so seriously questionable in so many respects. In my opinion, the birth certificate is entirely fabricated," he says in the report.

Investigator Douglas J. Hagmann of the Northeast Intelligence Network reported this month that in October an affidavit was filed in a court case, under seal, that purportedly identifies the creator of the Obama birth certificate. He said Douglas Vogt, an author and the owner and operator of a scanning business who also has an accounting background, invested over two years in an investigation of the authenticity of document. Vogt, along with veteran typesetter Paul Ivey, conducted "exhaustive research of the document provided to the White House Press Corps on April 27, 2011 – not the online PDF, a critical distinction that must be understood," Hagmann said.

"Using their combined experience of 80 years in this realm, they conducted extensive examinations of the 'copy' that was used as the basis for the PDF document. They acquired the same type of equipment that was used back in the late 1950s and early 1960s in an attempt to recreate the document presented as an 'authenticated copy' proving the legitimacy of Barack Obama. Instead, they found 20 points of forgery on that document and detail each point of forgery in the affidavit," wrote Hagmann.

"Even more interesting, Mr. Vogt claims to have identified the 'signature' of the perpetrator, or the woman who created the forged document, hidden within the document itself. Her identity, in addition to the identity of other conspirators and their precise methods are contained in a sealed document supplementing the public affidavit." Grounds for impeachment.

Last month, WND columnist Christopher Monckton wrote that the controversy he calls "Hawaiigate" should be "the central ground of impeachment."

"First, the dishonesty is shameless and in your face. Mr Obama's advisers, once they realized the 'birth certificate' was as bogus as a $3 bill, knew that if they simply went on pretending that $3 bills are legal tender the hard-left-dominated news media would carefully and continuously look the other way, pausing occasionally to sneer at anyone who pointed out that, in this constitutionally crucial respect, the 'president' has no clothes," Monckton wrote.

"Secondly, not one of the numerous agencies of state, as well as federal government, whose duty was and is to investigate the Mickey-Mouse 'birth certificate' has bothered even to respond to the thousands of requests for investigation put forward by U.S. citizens."

He said that in Hawaii last year, he watched "as a senior former state senator called the police and, when they came, handed over to them compelling evidence that the 'birth certificate' had been forged." I'm not a huge Trump fan; I'm also NOT a Trump " hater" like all libs seem to be. I do agree with Trump on many things; here's one of them;

That is exactly what Donald Trump was talking about when he declared a hold on muslim immigration. He said they are all young men. Stop all mooslims from entering the USA until we can figure out what is going on.

He also mentioned that it is a fallacy that they are not afraid to die. When Israel started targeting suicide bombers homes, the suicide vest problem in Israel stopped.

Instead of praising him for having vision, the democraps AND the republican establishment attacked him as being against freedom of religion.

One can only hope that the primaries turn toward Trump soon.

EAST LANSING, Mich. — From 2006 to 2010, I was the treasurer of Michigan. I oversaw the emergency manager program, which has been blamed for causing the Flint water crisis under a different administration. In my view, Gov. Rick Snyder misused the program in an attempt to achieve an impossible goal for post-industrial Flint: financial self-sufficiency. Not only did the people of Flint suffer because of Snyder’s cost cutting, they suffered for a futile cause and at the hands of a state government that has made deep cuts to the revenue sharing their struggling city needs to function.

That said, what’s happening in Flint cannot simply be blamed on a hard-hearted governor nickel-and-diming a poor city into a public health disaster that will taint its reputation for years. This crisis was decades in the making. Michigan’s combination of deindustrialization and lack of public support for cities created the conditions that allowed Snyder’s poor decisions to have such a terrible outcome.

There is no question that Michigan has the some of the poorest, most decrepit cities in the United States. Flint regularly has among the highest homicide rates in the nation. Detroit, which has lost two-thirds of its population since the 1950s, is an international symbol of decay. This is not simply a matter of neglect; it’s a matter of policy.

The water emergency in Flint, Mich., is two years in the making. Here are the people who've played a key role in the crisis.

Time and again, Michiganders have said no to measures that could have put their cities in a state of financial solvency. In 1958, Flint suburbanites voted against joining the city, even though General Motors favored the plan. In the 1970s, legislators voted down Gov. William Milliken’s bill to distribute industrial and commercial taxes equally among cities in metro Detroit. In the 1990s, Detroit cut its income tax rate from 3.5 percent to 2.4 percent in exchange for a promise by the state not to cut revenue sharing. The state broke its end of the deal, and the combined loss of $200 million in state funding and $110 million in lost tax collections pushed the city into bankruptcy. According to a study by Michigan State University, constitutional amendments passed in 1978 and 1994 imposed the second-tightest local taxation limits in the nation.

“Michigan incubates financial stress among its local governments,” the study concluded. “Michigan’s particular mix of stringent limitations on local revenue and its relatively low level of financial assistance to cities, coupled with spending pressures stemming from spiking local service burdens and increased labor costs, creates conditions that drive up the potential for local fiscal distress.”

Much of Michigan’s hostility toward sharing revenue with cities results from the antagonism between Detroit and its suburbs, which dates back to the 1967 riot and the white flight that followed. Metro Detroit dominates the state’s politics, but Flint also pays the price for this rivalry (and for statewide budget cuts and a prevailing recent philosophy of limiting government). Allowing suburbanites to say “not my responsibility anymore” to the cities they’ve left behind is a nationwide issue, but nowhere have the consequences been more severe than in Michigan. Since 2001, over $6 billion earmarked for cities has been diverted to cover state budget shortfalls. Between 2003 and 2014, Flint lost a total of $54 million.

Any city with a per capita tax base below $20,000 will struggle financially and be forced to levy higher than average property tax rates or income taxes. (The per capita tax base is the taxable value of all property divided by the population.) Flint has a per capita tax base of $7,785: the local economy has been destroyed by the loss of over 70,000 well-paying automaking jobs since the 1970s; as a result, the median home listing price is around $50,000.

Cities with low tax bases are faced with a Hobson’s choice: If they set taxes high enough to provide decent services, residents and businesses move out; if they keep tax rates low, poor municipal services drive residents and businesses out. A strong regional revenue sharing program would allow communities with low tax bases, such as Flint, to maintain a reasonable level of services while avoiding uncompetitive taxes. Without revenue sharing, cities are caught in a vicious cycle that results in ongoing financial problems. This is demonstrated by the fact that Michigan has had more communities under an emergency manager’s control than any other state.

When I was state treasurer, we never forced an emergency manager on an unwilling municipality. We appointed a total of five, and only when a local official, such as a mayor, a city manager or a county treasurer, asked us to conduct a fiscal review, and when the review concluded that the financial problems had been caused by mismanagement or corruption.

That’s because an emergency manager can’t solve a financial crisis created by a low tax base and a lack of revenue sharing. The forced austerity that resulted in Flint switching its water source from Lake Huron to the Flint River had no chance of improving the city’s financial condition. The only realistic long-term solution is increased revenue sharing and consolidating Flint into a metropolitan government with the rest of Genesee County. The water crisis makes state aid even more urgent, because it’s going to drive down Flint’s already bargain-basement property values. Who’s going to buy a house in a city with lead-tainted water? Flint may never suffer another water crisis, but without structural changes to state and local government, its financial crises will never end.




My comments;

I have been reading all of the horror stories about Flint, Michigan's water crises on the internet of late, and until now, I must confess, I haven't yet taken a close enough look at it to actually know what the problem is.

What I DO know however is, any time you hear Micheal Moore blathering on and on about....."anything"......it's a safe bet that, A. 98% of what Micheal Moore says about ANYTHING, on closer investigation will always turn out to be FALSE. I won't waste much time on M.M. because everyone is aware of what a loud-mouth fool M.M. is.

I just found this article by former Michigan Treasurer, Robert J. Klein; at this moment, I don't even know if Mr. Klein is a Republican or a Democrat. What I do know however is, the state of Michigan has had a LOT of major problems for a very long time now, and most of them aren't even necessarily due to politics per se'.

As everyone in the whole world knows, Michigan is said to be the "home" of the auto industry in the U.S. That was a fact for many years, but over the last maybe 60 or 70 years, since WW 2, more and more of the auto industry has left Michigan and "migrated" to other places, both in the U.S. and also all over the world.

From the very beginning, this mass migration has had more to do with labor costs, and as anyone at all familiar with the U.S. auto industry is aware, when you talk about "labor" and the U.S. auto industry, you're also talking about the U.A.W.

If you are wondering why all of the auto assembly plants that "used to be" in Detroit, Pontiac, Flint, & Saginaw, Michigan are now in Oh, In, Ill, Ky, Mo, NC, Geo, Al, (in other words, "all over the U.S. AND Canada and many foreign countries).......just ask the U.A.W.......(The United Auto Workers)....it's largely due to their greed.

I'm NOT "anti-union"; I AM "anti" corruption, greed, (and a few more things, all of which are illegal ).

I don't have time right now to write a book, and it would require a whole bunch of books to have any chance of covering this vast subject; just a few key "facts";
For many years, the U. A.W. was completely dominated by the powerful labor leader, the late Walter Reuther;

Walter Philip Reuther was an American labor union leader, who made the United Automobile Workers a major force not only in the auto industry but also in the Democratic Party and the Congress of Industrial Organizations in the mid 20th century. (We don't hear much about the "C.I.O." any more, do we?)

While Wikipedia will describe Walter Reuther as being a Democrat, I can tell you that he was also very "sympathetic" to "Marxism" and "Communism";
I happen to be quite familiar with the auto industry because for the last 25 years of the 41 years I was in the Teamster's Union, my job was completely dependent on "the new car business". (and I spent much of this time "in & out" of every General Motors plant in Michigan, not to mention all the rest of them from N.J to Calif.)

I'm also very familiar with Flint and Pontiac, as I even worked out of Pontiac for a time in the early 1980's and I've been in & out of the old Buick plant in Flint hundreds of of times; I happen to have a close friend who is a plumber and who lives just south of Flint; when I see him I'll know exactly what the biug water problem in Flint is all about.

IMO, the UAW, General Motors, Ford Motor and Chrysler had more "to do" with Michigan's demise than all other things combined. (even though in Twardlow's simple mind, it was "all the Republican's fault"! )

For any U.A.W. "retirees" who may be reading this; my purpose here isn't to "bash" unions per se'; it is only to point out that the shallow-minded fools who are right now attempting to lay all of this current water crises in Flint Michigan at the feet of Michigan's current Republican Governor, Rick Snyder are all a bunch of lying liberals. There's a hell of a lot more to this story than just "politics", although at the end of the proverbial day, I'm sure we'll find that "politics" were indeed "involved" along the way.

As mentioned above, I'm hardly "anti-union"; I am however, anti- "unions being run by organized criminals", as the Teamster's Union was for many years.

I'm interested in exactly where you found decent parking and access to the glades, Madman?

Every time I've had a chance to get into the Everglades to take pictures I've always had my wife with me and she's scared to death of snakes, alligators and swamps! I had to do most of my picture taking either from the road, or not very far into the glades.

After running all over the roads that are beside of and near the Everglades, I was able to get my best pictures of roseate spoonbills and scarlet ibis at Sawgrass Park in Gulfport, which is right beside I-275!


BTW.......the plane on your avatar........from the "glass-nose", it looks like a B-26?

That's a pretty interesting website, Bearcat! I was especially interested in all of the suggestions made by viewers in the comments section, about ways to protect the eagles from the spinning rotors on the drones.

One fellow had a really novel idea for having the eagle trail a long, thin fiber of kevlar to get caught in the spinning rotor and cause the drone to crash; he even had the forethought to attach the kevlar fiber to the eagle's leg with weak cotton thread so the thread would break and not get the eagle injured by the rotor.

After all of that, I think if I ever have any problems with drones, I'll just get my 12 gage shotgun and give them a blast of "double-ought" shot! (it will stop a grizzly bear so I'm sure it will take out a drone! )
