There's no electricity flowing but they have to do everything as they would in a real-world situation. The idea is to do it quickly but they're also graded for doing it safely. If they cut corners they get disqualified.
Every twelve months we had to show competence,safety, but on de-energised lines. Never actually worked on anything but low voltage, 240/415 v and it was scary enough. Made you very careful as to where you hand were!
