Maybe they don't want to pass the bill because 80+ % of the $118 billion has nothing to do with border security.

The overall aid package includes $14 billion in assistance for Israel, $60 billion for Ukraine and $4.83 billion to Indo-Pacific nations. It also has $9.2 billion in humanitarian aid for civilians in Gaza, the West Bank, Ukraine and other nations, as well as $20 billion in U.S. border funds.

The bill would direct about $20bn to additional enforcement on the US border with Mexico and to combat drug trafficking.

About $60bn in additional aid has been earmarked for Ukraine. A large part of this would come in the form of weapons and military equipment. Around $20bn of this is to replenish US stockpiles of equipment transferred to Ukraine and another $13.8bn is to
allow Kyiv to buy more munitions from US suppliers.
The Senate plan directs $14.1bn to Israel. Around $5.2bn of this funding is allocated to missile defence systems.
It also strips US funding for the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) after Israel accused 12 of its Palestinian employees of being involved in Hamas’s October 7 attack. The UNRWA chief has told the Financial Times
newspaper that Israel has yet to present evidence in support of its accusations.
The bill allocates $2.4bn for operations around the Red Sea, where US forces have sought to combat attacks on shipping by Houthi rebels in Yemen.
The bill would spend almost $2.6bn on efforts to deter China. Most of the money, about $1.9bn, would be to replace US munitions provided to Taiwan.

A few years ago I had gophers in my yard. I used solar powered sonic spikes to drive them away. They worked like a champ. The gophers haven't been back since.

I don't know why we're trying to provoke a war with China, other than we have insane psychopaths running our country who cannot except the fact that the world is changing and it's no longer a unipolar world with the US on top. Going to war with a country that is halfway around the world, has a population 4x larger than the US, a larger modern industrial manufacturing base than the US, a larger modern military than the US, and a growing economy that can pay for the cost of a war, doesn't make a lot of sense and probably would not end well for the US or our proxies in the region if we do go to war.

In the Joint Communique, the U.S. recognized the Government of the People’s Republic of China as the sole legal government of China, acknowledging the Chinese position that there is but one China and Taiwan is part of China. The Joint Communique also stated that the people of the U.S. will maintain cultural, commercial, and other unofficial relations with the people of Taiwan. The American Institute in Taiwan (AIT) is responsible for implementing U.S. policy toward Taiwan.
