I've bought 2 lenses from Japan and they were in really good condition. Incidentally, I just last week acquired the lens you speak of on Craigslist for $100. As far as I know it's a U.S. Model. Lucky me.

I hear Tamron's version is pretty sweet. I read a study in which it beat the sigma hands down and was less expensive

You need to make sure you're not shooting in "underwater mode" whenever you're using an underwater camera. It looks like the camera might have tried to correct the image as if it were taken under water.
