Not sure what software you are using but if PS this is what I did.

Desaturate the 'blue' globally to a degree where you are happy with it in the mountains.
Mask the layer with a black mask (so the blue desaturation does not show).
Using a soft white brush at around 50% paint over the mountain area. Note, do not go too far into the trees as the limited green will be lost. The sky in the area is not affected by the blue desaturation so no need to be too careful. Increase amount of desaturation by increasing brush opacity as required.

Once done you can use the same procedure to increase, clarity/texture to areas as required.
