I have a 1500 piece puzzle by Ravensburger that i’m very pleased with. They are a bit expensive for their larger puzzles

Most puzzles, especially ones with smaller pieces, are die cut rather than sawed. That way, there is less kerf loss because of the width of the cutting blade or band.

I just looked up and saw that one can create electronic puzzles from photos online. So you could work from your iPhone or iPad and do the same thing if interested with your own photos. - Jim

That is cheaper but hand cut ones are unique! Hand cut ones are really collectible art and appreciate in value.

I have used Ravensburger and been very pleased. They offer several sizes like 250 pieces, 500, 1000 and 1500 pieces puzzles. The quality is very good, and they ship in a tin box with the picture on the front. Turnaround is usually less than 5-7 days.
There other companies I have found (Shutterfly) that make custom puzzles, but the Ravensburger quality is hard to beat.

This christmas I used Shutterfly, 1000 pcs, wedding pic. delivered in 7 days. In today's market, laser cut pattern of shapes and enlarging scale ability many media of wood, cardboard, even metal are all doable.

Don't know about physical jigsaw makers, but Printmaster by Broderbund is a software publishing package that has that as a project possibility. Jigsaws are usually cut with Scroll saws.

I have used LibertyPuzzles.com a number of times with excellent results. They are not cheap, but I believe they are worth it. They have amazing quality for both their standard and custom puzzles. There is no slop between the pieces (laser cut). All puzzles are rectangular, but not all edge pieces have a straight edge. Some "whimsy" pieces are cut into recognizable shapes. They show the piece outlines in pictures of the puzzles. The actual piece outlines are often less noticeable in my opinion.

Custom puzzles have 225 or 500 pieces.
