Buy a scroll saw. Do your homework. Second hand can be just fine but try it first. You do not need much, but you need quality and stability.
I used a five ply plywood about .1 inch thick. Attach with MMM77. To the photo. Buy a superfine batch of blades. Practice, learn to be slow and steady. I made a blank pattern and had it reproduced different sizes. . Once cut out, smooth and put a couple lite coats of clear acrylic on each piece,but PUT THEM ON WAXED PAPER FIRST.
Start larger, work toward smaller as you become proficient. By using the same pattern, you 'learn' it and get better easier. The puzzles will still be unique due to minor differences and would probably not interchange, unless you cut three or four at once.
You now have a new hobby.

I have used www.puzzleyou.com. I am very pleased with their products. Print quality, thickness and die cut edges are very good. Good delivery time as well. Make sure you upload a high resolution image, sRGB color space.

Check out the web site of scrollsaw guru Steve Good. He sells templates and provides detailed instructions for making puzzles from photos. You will need a scroll saw.
