Jerry, I had the same experience with some photo files loading into my iPad just fine but others not being recognized. Must be that first file thing mentioned previously, because the ones I worked on and tried to upload to the iPad are the ones that were not showing up on the iPad, despite me knowing they were on the SD card.

I do have iCloud. So this is one way using my PC computer.
In your My Pictures folder there is a sub folder named Photo Stream. Inside the Photo Stream folder contains two addional folders, one is My Photo Stream which downloads automatically to your iPad by placing images into it. The other is named Uploads which is your IPad photos that you can upload to your computer to edit or save to a hard drive.
I think Apple support is great and your best bet is call them.
I am sure there is a zillion ways, but this works for me.

So the Photo Stream and My Photo Stream are part of iCloud? I don't have them on my PC.

I am not sure whether it is an iCloud feature or a sync from the iPad. If I knew how to do a screen capture I would show you those folders. I just know that the folders were there when the person from Apple asked me to look. I did nothing to add them. It is a pretty cool deal. I have saved all the keepers from my iPad to a hard drive keeping the iPad clean and using the photoframe slideshow feature.
I know this didn't answer your original question, but I mostly show what has been edited and keep them safe in n additional spot. I would still call Apple. It could be something quite minor. 1-800-MY-APPLE
Just got back from a month long trip to very remote areas during which I used my iPad for backup storage. No wifi or computer available. My iPad connector met worked great. You view thumbnails while still on thenSD card and can delete immediately if you choose to do so. You can either download all or download those you select at which point you can choose to delete from your SD card or keep on the card. Once downloaded to the iPad you het again have the option of deleting. I had absolutely no technical problems during the entire trip.

Thanks. I'm working on a batch of photos, and when I'm done, I'll try Dropbox and one or more of the recommended apps.
I have the camera connection kit and it works sometimes but most of the time it doesn't. When the IPad finally does recognize it the images do not show up, just like it were empty. I took it back to a very large Apple store and they kept my IPad for three days and initiated a Level 1, whatever that is, ticket but could never make it do what I wanted it too in an easy way, which was to just plug it in and go. I have tried many of the options in this thread and a few work after jumping through hoops.
Apple is a huge very successful company and should be respected for this but what iratates the crap out of me, and many others, is why they make it so hard to do something so simple as upload, download, and delete photos in the IPad. With a PC you can do it many different ways within seconds, no problems. I don't want to go direct from the camera, I want to upload images after PP. I don't want to have to be so careful about accendentally deleting every photo I have in IPad because I wanted to add 3 photos. For a company that has such a photographer following it is insane. I don't want to hear if you don't like it don't buy it, or mine works fine, you must be a dumb***, or anything else. If anyone thinks this is not a common complaint just do a Google search. The point is the IPad is a wonderful device, why make it so hard. Why can't you just plug in like a USB and download or upload what you want. That is the point.

I agree totally. Apple made a blunder in it's early days by trying to control everything. Well, I think it was a blunder. They almost went under while Microsoft changed the world. I understand the almost cult like following Apple has and far from me to complain about success but I too wish a simple USB connection that could easily transfer files. I think they want to try and force you to use I tunes but they should leave choices to the user, usually the one to best identify and get their needs resolved.
I purchased an iPad camera connection kit when I purchased my iPad 6 months ago and love the convenience. It included 2 different very small adaptors. One for camera cord if you choose to download from your camera or the other choice a SD card reader. I use the later and it works great. Never had a problem and it's very fast.
Doesn't anyone read articles or magazines? There are so many ways to upload pictues to the iPad. Sometimes being a cheapskate can hinder a person!
Being a dum--- can hinder a person also I'm speaking for myself. I have managed to delete my avatar picture trying to learn to use icabmobile. I know it's just me.
I don't want to start an argument here or make anyone upset. I am aware there are several ways to do it but none are as simple as they could be if Apple had not made it that way.

I found nothing wrong with Apples tools for adding photos to the iPad. There are several Apps for sending photos from your computer to the iPad. If You are an Eye-Fi user you can send pictures directly to your iPad. Hint: don't put too many places on the iPad for pictures or albums one of the problems is REMOVING pictures fron the iPad!
One of the fundamental issues with the iPad that needs addressing is being able to use a simple file directory system without having to add apps. It is a basic function of any computer type product.
