Jindal's parents immigrated here legally. They had obtained the proper visas and not stayed in the US past the expiration of those visas. They also followed the legal path to citizenship.
The term "anchor baby" pertains to people who have come to the US without the proper visas and other legal authorizations and/or stayed past the expiration of those legal authorizations and then had a child within the borders of the US. That baby would then have birthright citizen ship and the government would be reluctant to deport the parents because someone needs to take care of that baby.
