In the past I used Picasa to edit photos, what software (free or low cost) will facilitate text additions to photos? Using Windows 10

Try this on and look into Serif Photplus free edition.

A lot of people subscribe to the Adobe Photographer's plan, getting LR and Photoshop, but only use Lightroom. In that case, Photoshop would be a "free" source to add text to photos.

Picasa can add text. What about it doesn't work for you?

You could import the image into Word (whatever version) and add text.
Gimp is free and will do it also.

Think your question has been answered but if in a signature or text you wish to use the copyright symbol © just need to hold down your Alt key and type "0169" on numerical keypad (usually far right on keyboard). For registered ® use Alt and 0174 and for trademark ™ it is Alt and 0153.

Or if you're on a Mac, the copyright symbol is simply option-g.

Irfan View is free and easy to use and it can add text easily as well.
Plus the program does so much more!

GIMP is also free. You can add text, crop, and do post processing. It is only good for jpeg images (not RAW) if memory serves me right.

Paint 3d included with Win 10 will add text.
