i have two photos of a friend of mine and her dog. I would like to print an 8 x 10 and frame it for her for Christmas but can't decide between the two. One has both their eyes closed and the other open. Which do you recommend? Thank you in advance.
I like #2 but would crop it to a vertical image.
Definitely 2, but cropped differently.

I prefer 1, but..
I would, as was said previously, crop to the vertical, and, using what ever program with which you are comfortable, 'remove' the guardrail. Very distracting (to me) and it 'cheapens' the image. (Again, that is me.)
Both are good. Suggestion: Why not do BOTH and let her pick the one she likes best?!!

I see your dilemma, the dog's face is far more interesting in #2, but the lady's expression is interesting in #1. Do you have a third image of the pair? Crop all vertically and create triptych!

No contest: #2 and crop out that nasty mud puddle to put both on the right side rule of thirds line and maybe crop up a little from the bottom and crop the guardrail without losing the dogs tail. If you could get rid of the whole guardrail in PP that would be even better. Nice shot and your friend will love it! Merry Christmas!

I would love to get rid of the guardrail but don't know how. I have Affinity but have not worked with it. Honestly don't know where to start. i did crop as per recommendations and did print this out. But if I could get rid of the guardrail, it should be better. Any advice?

Photoshop to remove the guardrail, and to also blend in (To extend the background down over the guard rail.
If you are not already familiar with editing programs such as Photoshop it would be a huge learning curve for such a large portion of your image and big elements like that rail are not easily eliminated by folks with experience. You have improved the image considerably. I'd go with what you've got; you've captured the essence of the moment and it's nicely done. I'd bet she'll appreciate it as is.

#2 absolutely. The dogs face shows so much better. The tongue in #1 sticking out distracts, and the pose looks stilted. And yes, crop to a vertical. Good shot.
