Just because you'll try to claim that the charges are unrelated to the Russian Collusion in the 2016 Election, doesn't mean that there isn't any evidence that trump and the trump campaign aren't involved. Mueller is building the case against trump, his entire campaign organization, and his administration one layer at a time.

The investigation is getting closer and closer to Pence and trump as the pieces of the investigation are falling into place.

Mueller isn't foolish enough to lay all of his cards on the table at once. He's reserving his aces in the hole to take down Pence and trump in that order. Presidential pardons are only valid for Federal crimes and charges.
