Canon 7D II changing card recording on

Are you talking about removing and replacing while the camera is still on? I always turn the camera off. As described in earlier posts, it only switches cards when the camera is off IF you close the door after removing the CF card. As long as I have the camera off and do not close the door it does NOT switch cards.

Btw, my 5D3 does NOT behave this way (just checked). turn off the camera, remove card or cards, close door. Later, open door, reinsert cards, and no settings (in my case raw on CF #1 and JPEG-L on SD #2) have changed.

I wonder if it's because you're set to record on both? I'm only set to record RAW only to the CF card only.

This happens to me as well. It depends on which card is inserted first. The first one inserted will get the recording regardless of the priority set in the menu. Here is a post explaining:
"The easiest way for me is which card get inserted first
Close the camera door and that card will be the primary

--> The 2nd card you insert after re-opening the door will be your secondary."

Have the same thing happen with a 5DIII. I just ensure when it goes back in I make a quick setting adjustments. JD nailed it.

No, turning it off has no effect on what I explained above. Go ahead and turn it off. Open the card door and note that you will still see a little red light come on for a second. Close the door and same thing. Just because the switch is off does not remove power from the switch on the card door. Good luck. I am positive about my assertion above. Absolutely positive.

I wonder if it has to do with the menu settings for "fail over" when the #1 card is full or removed. I have my 5D3 set in the menu to record separately (not to "fail over" when the primary card is full), with the primary CF (#1) set to raw and the secondary SD (#2) set to JPEG L and no matter whether I take one or both cards out or leave the door open or closed, it always keeps those same settings. Just tried it again to insure that's how it works. Might behave differently if I had it set to move to #2 when #1 is full or missing, but I haven't tried that.

I think what happens is once a card is removed it defaults to the next card available. I don't use the SD slot for storage, just the CF. Once I re-insert the card it's defaulted to #2 instead of CF in #1. I manually have to change this everytime. I first leaned this just as Basil suggested upon finding my images on the other card.
