You might want a specific f stop for DOF control. The ND filters are usually stronger than a polarizing filter.

In the case of a square graduated ND filter, you may just want to darken a portion of the image seen, like the overly bright sky and still get good definition in the darker ground portion or the opposite if the case so demands. In that case the speed might not be slowed down.
