Definitely a ring necked duck! Here's a shot I took about 30min ago of a group of them. The male on the right looks exactly like yours. Your shot has much better lighting!

I believe it is a ring - neck duck, my reason for feeling this is the white out line on the bill which the lesser scaup does not have

Its a Ring -necked Duck - note the white demarcation at the base of the bill as well as the white ring towards the tip of the bil and the black tip.
