I believe YELLOW speed signs are "suggested" speeds. In this case for the bumps and for cornering etc.. White speed signs denote the actual speed limit to remain within.

Got a 15 M.P.H. speed bump in a 25 M.P.H. on my street. If you hit it at 25, it feels like you are going airborne. They put it in, after some kids almost got hit.
