Depends on what you want.

Better glass WILL improve the quality of your images with your current camera... but stepping up to a NEWER, more POWERFUL camera will do more to increase your photographic product than glass will on your existing camera.

The Canon 70D not only has a larger sensor, but a more powerful processor and overall MUCH better control of the photographic process. It would be a SERIOUS improvement over your current camera. And it comes with the added benefits of being able to use all your CURRENT glass.

The 7DII is more geared towards professional and semi-professional uses, and it's pricing reflects that fact.

The 70D appears to be within what you want to spend, and it WILL produce superior quality images to what you are currently getting.

My advice would be to look seriously at the 70D, followed by the purchase of better glass and funding becomes available. ;)

get a camera that's going to do it some justice. Canon 5DIII
