Under this rule (as best I can determine) Abraham Lincoln, Patrick Henry, Ronald Reagan, John Adams, Thomas Jefferson and many others would not have been allowed to vote or hold office.

All those annoyances noted, the biggest hazard is distracted, oblivious and mindless drivers, who are the unwitting cause of many serious accidents!

It's not just the teenagers. Several of my co-workers in their 20's and 30's are not without their cell phones, in their hands, for the whole 8 hour shift. It's some of the worst work ethics I've ever encountered.
