I highly recommend the Fuji X10 (or X20). Amazingly innovative EXR 2/3 sensor. Sold metal body. Fast Fujinon lens. And it looks cool.

I did the simulation on the SR-71 at the Edwards Flight Test Center. It was very easy to simulate because of it's fixed configuration. Retired in 67.
Pushing the budget up a bit puts you in the range of a Sony RX100THis large sensor beauty can be used as a P&S but still has loads of creative control.
Second choice is the Canon "S" series. Any of the camera since the S-90 should satisfy both your requirements.
Third choice is the Panasonic DMC-ZS25. Not as many manual controls but pretty good image quality.
(P.S. We have all these cameras in our household so these are first hand suggestions.)
I bought a Nikon CoolPix yrs ago to carry. It take pretty good pics but I am sure it has been replaced. Doesn't do too well in low light.
This camera is much too expensive for current needs. I have also found out that Sony products do not stand up well to travel. I do think they make great products but you can buy as good or better quality for much less.

I agree that the X10 is a fine camera and that it looks like a retro camera - a great bit of nostalgia. But I returned mine. NOT because there was anything wrong with the camera, but because Fuji customer service is lousy. I replaced the Panasonic Lumix DMC-LF1. Several reviewers rank the X10 and the LF1 equal. The only criticism, common to both, was the viewfinder. And the cost pretty much the same. Both are excellent cameras!
