Which Photoshop version (not Elements) ?

I would stay with Elements 10. Had 12 and did an uninstall , I disliked it that much
with the thirds over lay issue-right click on to the crop tool--there is a small arrow on the fight hand side of the bottom of the crop tool and you can choose what ever option you want.--Windows 7 OS

The small arrow on the right hand bottom corner of the crop tool is in version 10. Click on it and you get a fly-out to select the tool that's hidden underneath.

In versions 11 and 12, select the crop tool, and in the strip below the working area, you'll find your options: You can select the cookie cutter tool here, or the crop tool.
For the crop tool, you can select a 3 x 3 grid, a grid with many squares (I didn't count them), a grid with a number of squares of different size as well as 2 diagonal lines (I believe it is the Golden Aspect Rule, or something similar) , or no grid at all - so I don't know what your issue is with the thirds overlay.

If you hate the Overlay option in the Crop tool introduced by Adobe in Elements 10, you can turn it off. With this tool activated, go to the Options bar, click the arrow to the right of the Overlay box, and choose "None" from the drop-down menu. This option will give you no visible overlay; all you will get is the empty crop mask.

If Elements meets your needs, try to get familiar with version 10. There have been quite a few new features introduced since Elements 7. To name a few:

Layer mask
Text on a path
Brush-on textures (with the Smart Brush)
New Guided Edits
New Organizer search features

There are lots of tutorials which will show you how to use Elements 10. Ex:

You can also use third-party add-ons to give Elements a booster. Some are free; some you have to buy. For example, for a mere $12 you can give Elements many of the features/tools available in Photoshop.

Yes, they do. Adobe has once more extended this deal. This time it was extended up to February 28. But here is the catch.
