The Sony A850 and A900 are full frame 24 mp cameras with ISO 100 and no video. On the heavy side, but excellent cameras despite being 4 years old.

I could never see the point of a still camera with video- if I want video, I buy a video camera.

Ya know, the Captain gave you some thoughtful advice. Allow me to add mine please. Consider the tripod he suggested, and use a remote shutter switch. You will have whatever terrific camera body that serves you best with only a single button.
I have D90 and l never use for video lonly still pictures it is very good camera this days you can buy half price

Mogul, I've just done a bit of browsing and I don't believe such a camera exists. Then again, you don't have to use all the camera's built-in features.
I don't think that the video capabilities in the current crop of cameras add that much weight, considering the Panasonic Lumix P&S that lives in my handbag or pocket.
Have you looked at the Olympus OM-D E-M5 camera? Most certainly not the cheapest on the market, I'm eyeballing it as a possible second camera, because with an adapter I can use my current 4/3 lenses on it.

The Nikon D80 is probably the last affordable Nikon DSLR made without video capabilities. You can get a Nikon refurbished one at Adorama for $350.

I have a Nikon D200, does most anything you want, EXCEPT VIDEO! Ergonomically, I find it quite comfortable, although I do not have your arthritis issues. The body alone weighs about 34 OZ. I am selling one in excellent condition, message me if you would like to try it. If it doesn't work for you, no harm done,I'll take it back and return your check.
The original Canon 5d does not have video.
I have a Nikon D300 and a D70 both do not take video. Went to the D300 for speed because taking sports photos. The D70 is much lighter and much easier to use. My 13 year old uses it all the time.
