I honestly don't know. I don't use IE or Windows.
I just heard that it helps in some cases with various upload forms.

At the very top of the explorer 7 screen just past the web page address you will see a number of symbols, a magnifying glass, a down arrow, a torn page, a curved arrow and an x. To go into compatibility mode click on the torn page symbol.
I too had problems uploading pictures in 64 bit Windows 7 and going into compatibility mode did not help. When I tried to upload a picture the name would just disappear when I tried to send it. I am now using Google Chrome instead of Explorer 7 and that works just fine.
