Looking at D/L of the originals shows a very obvious surface patterning on original photos which would account for moire. Plus a horizontal "bar" effect from scanner strips not quite aligning. Older, well-worn machine?

Not really. Only about six months old, but not photo quality. Have one I will try first opportunity. Not sure if these photos were copied at a lab or printed by someone. I just wanted to make a digital copy to preserve them. Worse case scenario I will take digital photo and save.

I thank everyone for their help in this matter.

Sorry I had to leave quickly....The scanner software should have a checkbox or another way of allowing the scanner to use de-screening. This smooths out the photo and doesn't read all the dots from printing.

How about taking a picture of the picture rather than scanning? That should work.

the suggestion to photograph the photos is a very good one and one I always use since I had problems with scanning much like you.

Agree, top shows a pattern throughout while bottom is smooth.
