Yes, but that roof may not pass the building standards and I do not see a building permit attached to the tree.
Did you have a certified architect design the shelter? Next, the county will put a condemned sticker on it and a crew will come in to demolish it. You will survive the cold night, but not all the red tape that follows.

Good news, a low carbon footprint, and an environmentalist Green Party friend said they have no objection.

At work we have a very appropriate picture on the wall (we do survey work). It says, “If lost in the woods, drive a survey stake and before long a truck driver or scraper operator will come along and run over it. Get a ride home with them.”

Years ago it got to where we would set “secret hidden” benchmarks. Imagine the contractor’s surprise when they found that we still had a benchmark they hadn’t “accidentally “ run over.

In many places in the country no permit would be required nor would taxes be levied, if the occupant of the structure is homeless. It is, of course, silly to contemplate taxing the homeless. It is naive to expect a homeless person to comply with any local laws. So, in these jurisdictions I would not rely on any bureaucrat arriving to enforce any infractions of the law(s).
