Both Classic (LrC) and Lightroom CC (LR) live on your computer. The difference is where the images and edits reside. LrC (Classic) is the original model and everything is done locally. You can keep a local copy of your images and edits using CC but the images still have to be on the cloud. With Classic you don't have to have anything on the cloud.
They give away 20 GB but you have to pay for more than that. I suspect many who use it share jpegs from phones, so many of them don't run out of free storage space.
