Before I begin my question, I have checked the search feature on UHH.
I am looking for software that can edit photographs. I have several photographs that were given to me. Since they were not taken by me, I had little control over the photograph or the photographer.
I have a website for my Charitable Foundation. Some photos are blurry and some have artifacts that I wish to remove. Some group photos have people who “photo-bombed” and I would like to remove them if possible. Does anyone have recommendations?

Any of the good ones will do all that you have requested. Look at On1 RAW, Photoshop Elements, Topaz Labs just to name a few, but there are plenty of others out there too.

Adobe Photography Plan includes Lightroom, Lightroom CLASSIC (two very different programs), Photoshop, and Bridge. Prices start at $9.99/month and include Mac, Windows, and tablet versions.
Serif Affinity Photo is a very reasonably priced editor that does much of what Photoshop does. It costs about $70 outright, for Version 2, on Mac or Windows, and $20 on iPad.
If you can't do it with those, Capture One is a good alternative.
If they are Jpeg images they will be much tougher to enhance no matter which software you use.

I've been on Adobe (LrC, PS) for maybe 1.5 decades and it can do what you want, but it will take some practice to do it well. The tools have improved so that selections can be done by the program rather than trying to mouse around someone. Things like flying hair are always a problem, particularly with a non-uniform background. Google and online tutorials help a lot. The video tutorials benefit from having two screens but a single monitor can be used. For that I find Windows better than Mac because you can click on an icon to turn a window on or off without moving the mouse, something you can't do on the Mac.
I might advise a local photo club for assistance. Brooklyn should have capable people in local clubs that could help.
I always advise that you get the tools and learn how to use them rather than getting someone else to do the job for you. It sets you up for future problem solving without harassing a friend.
It's always good to be in danger of learning something new.
Picasa is all I have ever used!

Unless you're going to start editing your images, and you're ready to invest a few weeks to a lifetime of learning and doing (even for just these few images), you'd be better served asking someone else to do the work for your.
If it's just for a few photos, hire someone. If you plan on getting into post processing on a regular basis, then prepare for the cost and learning curve. Personally, I use PS, LrC and Topaz. You will find a lot of online classes and tutorials on how to use these apps.
Regarding Picasa. I used it for years and it was great for my needs at the time. Google discontinued it several years ago and replaced it with Google Photos. You can find old versions of Picasa for download, but beware bootleg download sites can send viruses. Also note that the cloud features like sharing and backup are not able to be used. In any case, Picasa editing functions were somewhat limited.

Then call them up and tell them what you want to do and they will slowly and patiently (which is just what I needed), step by step, walk you through the process. I use them for prints of my photos, and before I downloaded the DPP-4 app from Canon I used them for corrections to the photos. They are extremely good and their prices are very reasonable.
Photoshop Elements gets you into the Adobe universe - if you view that as a good thing which I do. Otherwise Luminar Neo is a capable editor and very easy to learn.
If all you need is to fix some blurry or faded photos, I would be glad to do them for you.. no charge. It is what I do as a hobby. I can do a good job with JPGs.If you are not satisfied with them, nothing lost. It would be as easy as you scanning and emailing. PM me if you are interested.

I have the lightroom and photoshop photographers package, costs about $10.00 a month and offers free upgrades. If your not planning on doing a lot of images you can also purchase stand alone copies usually under this name,
adobe photoshop elements, I believe their new one is adobe photoshop elements 22 or 23.
Once you buy it you own it and there are no additional charges.
