Certain social groups, including coalitions of ministers and priests- counsel these poor people.
And talk most of them into marriages. Al parties are in favor. Problem solved!
Then the Conservative Lawdogs come out from under, proclaiming "Obstruction of Justice!".
They haven't won yet- but they keep coming back.

I understand some jurisdictions allow teenagers to do sex adventure. In the larger scope, the age of consent varies across the planet.
