Biggest issue currently is availability of such a camera (small, long range, etc). Many are on back order or otherwise unavailable. Some that “are” available are priced higher than MSRP.
Sounds like a Panasonic Lumix ZS 70, 80, or other. But a Lumix has a Leica branded lens.
I have one as well as the zs100. Like them both. And I have an attachment from Lens Mate on each, so that I can use 52mm filters.
But how do you get 30 x 40 inch prints? Do you use any Topaz products in your processing?
Like Sharpen AI, Gigapixel, or other? I get good 16 x 12 prints, but have never tried to go larger. I have a Canon pro 100, whose largest size paper (unless on a roll) is 13 x 19 inches.

A small full framed with a fixed telephoto lens is going to be interesting.
I use a SMALL camera that shoots RAW, I have printed beautiful 30X40 prints, has a built in Zeiss 24-720 mm lens, can shoot pano's, but is not full framed, but yet I can print sharp 30X40 prints without it having to have a large sensor. You could have just said “Sony HX99”. It is a camera that checks all the boxes except FF, and nothing is gonna check that box that is small with a long zoom.
You really need to be more specific. I’m assuming you’re looking for some kind of bridge camera with a fixed zoom lens that goes to telephoto. You will not find a camera that hits all your marks, (especially full frame). You need to decide what’s most important and which things you can compromise on. How long a zoom do you need? How small does it need to be? What will you be doing with the images? The more info you provide the better informed the responses will be.
Why keep responding to OP if he won’t clarify his parameters as folks have asked? Fixed lens? Does he mean one focal length or non interchangeable zoom (probably the latter)?
Assuming that he is asking for zoom, in my experience, the Sony RX10, while a terrific camera, is not small by any measure. The Sony RX 100 later iterations is about the best small travel camera I have ever used.
The only thing that sort of fits you list is the Sony RX-1 R2 which is a full frame 42mp compact camera but has a fixed 35mm lens, so it’s not a zoom lens. And at just over $3300.00, it’s expensive.
A less expensive, at $1300.00 is the Sony RX100 M7. It has a 20mp 1” type sensor and zooms from 24-200mm and with the Clear Image Zoom feature (only works in JPEG) doubles the zoom range to 400mm eq. This is a fine camera and produces amazing images. It’s one of the best compact travel cameras out there.

I second the RX10iv or for a pocketable camera but shorter zoom the RX100vii. They are Pro-cameras.

The longest telephoto non-interchangeable lens cameras use the 1/2.3" sensor and are the bridge cameras. I still use and love my Canon SX50 HS, the current model is the SX70 HS. The longest tele is on the Nikon COOLPIX P1000, the P950 is next. There are several more in this category.
The next up the line are the 1" super-zoom cameras, the Sony RX10 iv being considered the best of these; the Panasonic Lumix DMC-FZ2500 is a less expensive alternative.
Then there are the 1/2.3" pocketables such as the Sony Cyber-shot DSC-HX99 and Panasonic Lumix DCZS80 (I love mine). I would not get one without a viewfinder.
Pocketables with a better 1" sensor are the Sony RX100 vii, Panasonic Lumix DMC-ZS200. I have and love the DMC-ZS100. Again, I would not get one without a viewfinder.
