His plan was to kill existing ACA but he never had a replacement ready. That’s why he effort to kill existing ACA failed.

I’m not blaming Biden for health care other than that he advocated for Obummer care which was a catastrophe for millions.
Trump was right to try to kill Obummer care and was successful in part.
