Meuller essentially cleared trump of collusion. "Found no evidence of collusion" was the terminology used if I remember correctly. That is as close to "cleared" as any prosecutor will broach.

The report did leave the door open on possible obstruction of justice issues.

But that is a completely different issue than the collusion issue.
