The answer probably depends more on who painted it as opposed to the painting itself.

Thanks for your approval of my critique! And to answer, no I would not pay half a mil for that because as I said, to look on it, it could drive someone crazy! If I want to go crazy, I'll just read the newspaper and watch CNN!
Oh my yes! I'd put it beside my $1 Million dollar potato picture I bought about 5 years ago.

I like it a lot. I would pay half a mil for it if I were a billionaire.
It definitely took some time to do and as an abstraction, it's relatively attractive. I can imagine someone paying a few thousand for it if it was a large canvas. Much of art's value is determined by who created it.
I had a friend in college that made a go at being an artist. He got in with a couple of large interior design firms and provided large canvases in color schemes that meshed with their concepts for rich corporate clients. For a while, he made quite a decent living. Then he drank himself to death.
He used to carry around a sketch pad and draw quick portraits for people willing to buy him his next drink. By the time he passed away, there were hundreds of these works floating around the community.
