I have one exactly like it, made by Acu-Rite, we have a lot of wind, up to 25 mph and we have recorded rainfall for over 48 years, using a glass rain gauge before we got the Acu-Rite.
It sends information wirelessly to a lighted display in the house, shows wind speed at real time, rainfall as small as 10th of an inch, indoor and outdoor temperature, indoor and outdoor humidity, wind chill (that doesn't affect us much here on Maui) present and previous rainfalls and atmospheric pressure.

I have a similar model weather station in my back yard. Transmits info to base inside.

It is a personal Weather Station. If you follow the cable attached to it you will find the owner.

There exist wireless versions (needing battery maintenance).

You will have to set up surveillance to catch the owner (or maybe just the maintenance guy).

It is indeed a weather station.
I have seen these at small restaurants and other businesses. ‘Weather Bug’ Would allow viewers to setup at their home or location so when users signed on they could use the info from that station, where often was identified by the place of business.

I'm not a conspiracy believer...if your remark was aimed at me. But china is NOT our friend and won't be in the foreseeable future. They are a danger to our country and I try never to put money in their pockets even if it would come back to ole gropey joe!

Yes, it's an Accurite weather station. I have a Davis Vantage Pro II. You can get on wunderground.com and see their readings. You can find one nearest your location on https://www.wunderground.com/wundermap.
