But giving millions to the Center itself is just plain ridiculous. Doesn't the Kennedy Center have donors who give millions of dollars, don't the Center make money from performances?

As far as the Kennedy Center goes, on the last stimulus package they received several million dollars and the next day laid off at least most of their entertainers.

As I recall they received 25 Million dollars. I can’t help but think some of the Center big wigs will pocket some of that money. Other amounts will most likely be donated to Democratic politicians.

Home depo, and Walmart, require everyone wear masks. That really doesn't work in a restaurants.

2020 — Walmart (WMT), Home Depot (HD), Lowe's (LOW), Walgreens (WBA), CVS (CVS) and others say they still won't prohibit customers who refuse to wear a mask from shopping in stores.

Most that require multiple customers and require that people not wear masks, have been closed. Bars would seem to be even worse than restaurants, as their primary purpose (beyond making money) is mingling.
