I recently got 2 nice frames with stock pictures for 3 bucks each. Color wasn't what we wanted so we painted them.

I buy frames at thrift stores. I pick the ones that just need to be cleaned, and maybe a little old english polish, unless I want to paint them. They often come with mats that can be reused. For $5 or so and a few minutes of my time I get a frame that would cost $100.

The "art" area, not just empty frames or mats with frames, can be great too, if a bit more money than simply the frame. I did occasionally run into tough-to-remove backings, however
Every frame and mat here, and the two smaller mirrors, are from thrift stores.

For archival framing you should not use wood. It airs fumes and resines into the photo. Metal frames are best followed by plastic. Oil paintings are a very different matter.
I go to a World War 2 and Korean War annual picnic. I missed the last one though. I take portraits of them, sometimes alongside their immediate family. I use my Nikon 50mm f1.8G lens on a DX camera. I give the Veterans two free 4X6 photos, that I take to the VFW Building, for distribution of the photos. Occasionally, a couple or three will request an 8X10. They offer to pay for the 8X10 photos, which I accept. And I put them in an 8X10 frame that I purchase from a $1.00 Store. To keep cost down. I call them up, and a member of the family, meets me at their VFW, to get the framed photo. It's worth it for these veterans, who mostly are in 90s now. And came up in hard times during the Depression Era.

Art-to-Frames (Brooklyn, NY) will take your dimensions, cut a double mat of your color choosing and frame it all with a frame of your choice. They're not dirt cheap, but they're competitive and, in 3 years, I've only had a problem with one frame. That problem was my wife didn't like the frame material.
Jerry's Artorama Art Supplies has been very quick on delivery and I believe the prices are at least reasonable if not better.
