I agree completely with you about the style of the "photographs". However, I currently do all that Ken Burn's stuff in Adobe Premier Pro and wonder if PS might be easier.

Partner with one. My niece illustrated a kid’s book about stock car racing for a guy who wrote a children’s history of the sport.

AFAIK, The Ken Burns effect can be done in video applications, but not still photo applications. It requires cropping and zooming a still image at the current frame rate of the video.
