I think you should be guided by Mark...
I do have my personal suggestion, which works for my elderly brain...
I start with jpeg, but I don`t think that makes a difference with your problem.
In 2018, I switched from Picasa to Photoshop Elements and most of my photos were imported to the PSE Organizer . The Organizer does just that and gives you all the necessary tools.. it's a great base. You can then keep or export your files, albums or folders wherever you desire on or off your computer. AND you can make notes and descriptions on your basic file Info panel in Organizer for the image. You can tell it what and where you sent copies, etc., andyour originals and edits can stay put...unless you delete or export them.

Be very careful with that! As has been said before, your photos do not reside "within Lightroom" (the catalog) - they are still stored somewhere on your computer's hard drive. You have to identify where exactly each photo your LR catalog knows is stored and only delete additional copies that may be sitting in other folders on your disk. Depending on the number of photos you have, this can be a long and tedious process. Be sure to take it step by step and verify what you're doing before you delete anything.

Steve Perry has a great video course on using Lightroom's Library module (https://bcgwebstore.com/product/bcg-lightroom-course-1-the-library-module-file-handling-importing/). It's not free, but well worth its money.

Please keep in mind if you reorganize as suggested below Lightroom will no longer be able to find your images and you’ll have to let it know where you put them. So the easier it is for you to find your images the smoother this process will be. I would recommend searching for some “Photography Workflow” videos before you start. I find Scott Kelby’s stuff to be reasonably easy to follow. But he’s also selling his training service. So take a look around on YouTube there’s lots of good info out there.

Whatever changes you plan to make in your reorganization, make sure you do it all from with in Lightroom. If you move things around outside of Lightroom, you can loose a lot of your image editing. Just fair warning.

A lot of good recommendations in this thread even if some suggestions are not totally compatible with others. It is a really a good idea to have good system for physically organizing your images. However, it is not really neccessary to totally reorganize your image files if you use Lightroom. Lightroom can be used to logically organize your images. You can use keywords or any other metadata to help Lightroom logically organize your images. You can also use collections. My current system is based on dates. It was in 2016 that I changed to this system. I used a different system because of space issues before I acquired multiple hard drives. I recommend importing all of your unique images into Lightroom. You can import them in place. Do not delete anything until you are sure you have images where you want them. Good luck.
