A bit more fooling around and using the Exiftool app, which is unbelievably robust, I get this for the first 10 files taken with my Nikon 5200:

As you can see, shutter count for my camera is totally random and a meaningless number. Files DSC_0006 and 0009 were apparently deleted, as are many files when culling my photo's. The Shutter Counts for your camera may or may not have some meaning, but I wouldn't trust them unless I verified them.

Sure, this is DCS_0008, the 8th picture I took with the camera, and it gets
a Shutter Count of 61. The EXIF data is in the file. Excuse the out of focus, I was in recovery from Christmas Eve and just fooling with the brand new camera to see if/how it worked.

No problem. If you test it, let us know if your shutter count is identical to your file name count.
I was wrong when I said the shutter count would be equal to the number on the Image_index provided the camera had not rolled over.
On the Z7 the shutter count < picture count.
I assume because a photo take with the E-shutter still increments the photo counter, but the mechanical shutter count does not change.
On the D7000 the shutter count was greater than the Image_Index count.
