Did you know in some countries they chop off your hand for stealing? In those counties there is almost no crime and no one missing 2 hands.

Not if they know they are going to lose a leg and never run again. Like I said, deterrents don't work on people who have nothing to lose, I would bet 99 44/100 of all criminals who can run have both legs. LOL
