Those spans between poles look awfully short for no more wire load than they are carrying. But I never designed open wire pole lines in my career, just cable on steel messenger. Since this is in the mountains, I suppose the ice load could really add up.

Stan, ice and snow are not the problem here, Gale force winds and earthquakes are the big issue. July 2019 we had the 6.9 and a few days later the BIG ONE 7.4 which did considerable damage on the Navy Base, several billion dollars for repair and replacement of major facilities.
