The wiggly sensor is supposed to do that. It's the vibration dampening system. When energized it compensates for minor vibration and movement. It's a Sony design and it's unique. The only problem is they break and are expensive to repair. The good news is they don't break very often.
The spots on your images are indeed due to dust and debris on the sensor. If I can make a suggestion, next time try using canned air first and see if the spots go away. It's a lot safer than using a swab and easier too. The easiest way to check if it is spotless is to shoot a couple of frames of a clear blue sky in bright sunlight at f22. Shoot at infinity and then review them. Enlarge them as far as possible and look for any dark spots. A couple of shadow spots usually won't show up in the photographs. Darker spots will. Especially in sky shots. Surprisingly, I've found that canned air works almost every time without having to touch the sensor and I do a LOT of sensor cleanings. I'm the only camera tech in town.
