I would have to say that Carter was a decent Democrat, he was just too idealist to do a good job.
Much of the downhill run for the Democratic party started with Clinton. He was the first to allow vital military technology to flee to China and was more interested in enriching himself than governance. He also foisted his wife on us as a bit of legacy. Ultimately she proved to be as bad or worse for the US than he did.

I'd say Carter is a decent man, but not a decent democrat or president. He was too far left, not as much as others and definitely not as much as today, but too far left. And he wasn't considered strong enough on the world stage.
