After reading all of the posts I surmise that you are talking about your web browser, not the Windows desktop bar.
Move your cursor onto the ribbon at the top, right click and select 'Menu Bar'.

Not exactly...F11 activates full screen view, which eliminates all the window features, including the program menu, the Windows task bar, and the window frame itself.

Well sure, but it sounded like that the OP might have been in full screen view.

You're probably right. Facebook will often fool people into accidentally activating full screen mode when they hit the control to make a photo bigger. Then when the photo is closed with the X, it returns the user to a full screen window of their Facebook news feed. I get a lot of calls about that one. LOL
