My toolbar sometimes disappears as well; I put my cursor into the top left corner of the screen as far as it will go, then move it around. This works to "pull" the toolbar back into place on my MAC.

In Windows it is possible to auto-hide the tool bar. Try moving your cursor to the edges of your screen. If the tool bar has been hidden, it will pop up on the edge where it last was when your cursor hits that edge.

Have you rebooted? Do you by any chance have a 2nd monitor enabled? Have you changed screen resolution? Have you tried to “pull it up (or down or sideways) from the other edges of the screen? Did you intentionally position it in the upper left? I believe the default is on the bottom. Finally, if all else fails, have you gone into settings and made sure it’s enabled?

They aretalking about the TASK bar. ButI meant the bar on the top left, that mentions, history, view, and tools. It's gone and I can't get it back.

Are you referring to the Windows desktop, or file explorer or an application or your browser? Unless you’ve moved it there, by default, there is nothing in the upper left corner of a Windows 10 desktop. Btw, you can move the taskbar to the top, left or right in the settings>personalization>background menu which you access by right-clicking on the start button.

File explorer has a ribbon at the top which has file, view and tool buttons in the upper left, but doesn’t typically have a “history” tab (at least none of my Win 10 machines do), but your browser does. How about posting a screen shot (ctrl + prtscr keys)?

Well good! A few hints if it happens again: https://www.computerhope.com/issues/ch000973.htm

In Windows, menu bars are a function of individual programs, not the operating system. Next time it happens, look for an alternate way to access those menus within the program window. Each program differs in how this is done. Some by right clicking in a void area near the top of the window. Some have an icon, such as three vertical dots or three horizontal lines (a hamburger), or a gear symbol to access menu options. Then look for "view" and show menu bar, or something like that.

Try swiping up from the bottom of the screen with your hand or the cursor and also check the tool section for font size where you may be cropped in too much (0ver 125% or more) and it's simply below eyesite level and nothing more.
Good luck

I didn't see anyone mention F11. That makes the Menubar come and go.
