I think Linda hit it on the head when she said it should be 300 PPI ..., the EXIF data shows 72 PPI. Another factor that could cause softness is the 1600 ISO. I'm not familiar with the Canon HX50 but 1600 ISO is really pushing it on my (older) cameras.

Excellent point on the ISO.

Taj, re high pass filter: I don't think I've personally used, but if you Google it in conjunction with PS Elements, you'll find info and tutorials. All the best.

Linda, is the resolution option in PSE or Photoshop? I don’t recall seeing this in PSE. Thank you.

There are at least two places in PS Elements. One is in the crop tool section (see screenprint attached below - the box to far right). One is in image size:
