I've seen wire messes like these in many places. Just about anywhere I see a beautiful colonial building that I want to shoot, there's a knot of wires in front of it! It works, I guess, but sure wrecks the photos! The people who live there are so used to them, I don't think they even see them.

Yes, more than likely functional, but a bear to troubleshoot.
Not kidding... She had an attic in the science building with a whole lot of spiders in cages. She fed them insects (crickets and flies), coated with various psychoactive substances. She studied their web designs when they were on drugs.
Remember the "This is your brain — and this is your brain on drugs" PSA from years back (the one with the eggs that get cracked into a hot frying pan)? I always thought of Dr. G when I saw that: "This is your spider. This is your spider on drugs!"
Mexican tourist traps that cruise ships land in often have electrical distribution similar to that shown in the photo from Delhi. We saw that in 2005, right after a hurricane ripped through the Gulf of Mexico. You could watch the wires blowing in the breeze and sparking...

I usually notice things like that as I'm a retired electrician. Never anything that caught my eye in Cozumel, but I did see something quite different than you would usually see in the good ole USA in Bonaire. The first is the service entrance and metering for buildings ... quite different than we are used to ... the second is an overview of the port ... all service wiring is underground ...
