Too many gerrymandered districts, which make them non-competitive in the general election. So the only competition is in the primary, and that is often closed to the party. So if a congressman is bipartisan, they'll get beat in a primary.
Plus, outside money by ultra-partisan groups also makes it difficult.
Get rid of gerrymandering, get rid of PAC money, and things may change.
