I use ProShow Pro. The gold version will do what you want also. Excellent and easy to learn. Less than $100.
To me, I am amazed that Photoshop and other doAll programs are suggested. Better to use a specialized program who's soul purpose in life it to do Slide-Shows. Check out Ashampoo.

ProShow Producer is expensive but it will do everything you could possibly want to do with a slide show.
I use Photo Show Gold and it does all that you ask. Adobe has a new product called Spark and I have tried the online simple version and it shows promise. Good luck!
Pinnacle Studio 21 has an extremely easy to use create and edit set of tools. Like any software program, there is a little learning curve but it is easy to master.

I've used PowerPoint on numerous occasions. It does all of the aforementioned techniques plus will produce a file that can be run without PowerPoint software being on the device. Sound and timing can be added easily.
Since it comes with MS Office it's software already on hand.

I use Microsoft Powerpoint to do all that because I do regular presentations to cactus & succulent societies throughout Southern California. Powerpoint also can turn your slide show into an mp4, as I have done here:

Use a Mac with iMovie (free with every Mac) or Final Cut Pro X ($300). The Ken Burns Effect is in both... it is part of the crop tool.
Actually, either one will do everything you listed. Burns uses Final Cut Pro X.
Both FCP and iMovie give you lots of effects options. And both are video editing programs with lots of audio flexibility. I use both.
I've often used MS Powerpoint. It's relatively easy to use and you can make it as simply or complex as you like. Tons of online tutorials available too.
Check out Adobe Spark, you can create some pretty amazing glide shows with a free account, and it is very easy to share.
