Since Big (Mr Constitution) Bear didn't, couldn't or wouldn't answer my first question, let pose another serious constitutional question.
The 10th amendment says: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
The last clause says, ".... are reserved to the States respectively, or to the people.". What does the last phrase, "or to the people", mean? How do we the people exercise this power which is constitutionally equivalent to power of the state?
California has their system of people getting propositions on the ballot, but I think they probably have hurdles to jump to do it, which means they don't have power equivalent to the state. I know of no state that allows the people to directly make laws.
Anyone know anything about this clause in the constitution?
